Basic Function: Assists in the day-to-day financial and accounting operation of the administrative office.
Distinguishing Features of the Class: This classification directs and performs responsible tasks involving all aspects of the Business Office for the library system. Maintains extensive contact with both internal and external library customers, vendors and service providers. Provides guidance and oversight in the implementation of Board policies and compliance with laws, regulations, contracts, budgets and the collective bargaining agreement in maintaining the efficient operation of Business Office activities. Duties include the supervision of staff to ensure completion of duties on a timely basis and performing special tasks. The work is performed under the general supervision of the Chief Fiscal Officer.
Characteristic Duties and Responsibilities: Coordinates processing of accounts payable and receivable including implementing effec¬tive monitoring, verification and coding procedures. Analyzes data, prepares comparison reports for employee benefit plans. Assists in the preparation of the budget. Assists in implementing changes in accounting procedures. Balances and closes expense/income accounts at month and year end. Makes required accounting and payroll journal entries. Prepares the payroll and related payroll reports and payments, including PERS, federal, state and local tax withholding. Responsible for the coordination of employee benefits, deductions, payments, on-line enrollments and reconciliations. Responsible for working with payroll system and maintaining the integrity of uniform information with both payroll and human resource information systems. Responsible for administration of all Section 125 plans. Maintains payroll records. Supervises central supply including inventory control tasks including monitoring and evaluating work performance. Maintains the fixed-asset inventory and oversees the service records for all furniture and equipment. Responsible for maintaining the library's records retention and destruction system. Assists in performing other administrative support related duties as work activities may dictate. Acts for Chief Fiscal Officer in his/her absence or as assigned, including investment of funds, preparation of budgets, supervision of clerical staff and all required reports. Knowledge, Skills and Abilities: Thorough knowledge of modern principles and practices of business management, including fund accounting techniques as applied to public entities; ability to keep abreast of changes in rules and regulations on both the state and federal level; ability to work independently; ability to handle multiple priorities; ability to plan and supervise the work of others; ability to secure the cooperation of others; proficiency with 10 key adding machine, word processing, database and spreadsheet software; tact and courtesy; ability to work in a team environment; good judgment. Involves high degree of analytical ability where organizational ability and accuracy are essential to devise and maintain record-keeping procedures.
Education, Training and Experience: Requires a bachelor's degree in accounting or related field, and two to three years of related experience or equivalent combination of experience and training which provides the required knowledge, skills and abilities. Strong payroll skills, requires a bachelor's degree in business administration or related field, and two to three years of related experience or equivalent combination of experience and training which provides the required knowledge, skills and abilities. Public sector or library experience preferred. Salary hiring range $33,426 - $40,112, excellent benefits package.
